An elementary Kaissa endgame

In Earth Chess, any competent player knows that an endgame consisting of King and Rook versus a bare King is an easy win for the stronger side. (The proof of this is left as an exercise for the student.) In Kaissa, Gorean Chess, the corresponding ending would be Home Stone and Builder versus a defenceless Home Stone. The significant difference is that the Home Stone, though it moves like a King, cannot capture.

The books do not state that the stalemate law exists in Kaissa as it does in Chess - that is, that the game is drawn if a player whose Home Stone is not presently threatened with capture has no move that does not expose it to capture. However, assuming that the stalemate law does indeed exist, can Builder and Home Stone win against Home Stone?
